PULSE Project experts support the conceptual principles of reforms in the system of secondary education called "New Ukrainian School" with reservations
PULSE Project experts analyzed and provided their comments to the Ministry of Education concerning the draft concept for reforms in the system of secondary education called "New Ukrainian School". The Concept was developed by the Ministry.
The concept offers a proposal to reform the system of secondary education in order to create proper conditions for the development of students and to ensure that children have equal access to high quality education. In the opinion of PULSE Project experts, such changes are very timely, because recent decades were marked with negative trends in the gap between the scope of knowledge received and actual practice; lack of competitiveness of graduates, particularly in rural areas; obsolete training materials in textbooks; and, lack of qualitative changes in personnel policy.
However, PULSE Project experts expressed their reservations to certain provisions of the Concept, in particular, with regard to the following:
- introducing the national final certification in the form of the independent knowledge check based on the learning outcomes in the basic high school;
- introduction of the concept of the school autonomy in the sphere of their material and technical base (AUC recommends select the National Budget as the source of funds to cover such costs); and,
- obligation of public authorities and territorial communities to maintain comprehensive schools
The Association of Ukrainian Cities supported the draft Concept for reforms in the system of secondary education called "New Ukrainian School" and sent its comments and suggestions to the Ministry of Education for consideration.All news
