JUNE 18,    the Project conducted a working session of the Local Government Advisory Board in the Lviv oblast to discuss decentralisation and local government reform in the Lviv oblast. City, town and village mayors, Head of the Oblast State Administration, representatives of the Oblast Council, and experts of the Office for Reform Implementation represented the participants of the event.

The following issues were discussed at the meeting of the Advisory Board:

- implementation of the Law of Ukraine on "On Voluntary Consolidation of Territorial Communities" and decentralisation reforms in the oblast;

- current status of the preparation of the long-term perspective plan for the formation of community territories.

O. Synyutka, Head of the Oblast State Administration, informed that the long-term perspective plan was discussed by the Oblast Council session two times and two times it was returned to rayons for further elaboration. Over the last two weeks, village communities organised 321 discussions of the document in villages. Based on the discussions during public hearings, the number of suggested communities grew from 140 to 160.

In the course of the discussions, the event participants stressed that there are communities in the Lviv region, which expressed their willingness to consolidate and to make best use of the resources offered by the state. These resources include the tax and land resources, as well as the possibility to receive funds from the National Budget. The main message is: the communities, which would be willing to consolidate, should be offered such opportunity.

Based on the discussions, the event participants decided to continue the active information and public awareness campaign and discuss the reform in communities with the purpose of getting the biggest possible pubic support for the consideration of the long-term perspective plan during the next session of the Oblast Council.

Following the working session of the Advisory Board, the Project conducted the meeting of the press club for local media representatives.
